Global shortcuts rely on physical key location and not the actual shortcut

I'm using Dvorak set at the macOS level, but if I use Cmd-Shift-V, it doesn't open ClipBook. If, however, I press Cmd-Shift-K (where V is physically under QWERTY), it opens. This is the same issue from which the native macOS Telegram client suffers. Version: 2.2.3
