If you take screenshot using Cmd+Shift+4, it will be saved as a local file. macOS doesn't allow getting notifications when you save screenshot to a file.
ClipBook monitors your system clipboard. To automatically save screenshots to your clipboard history, you should take them using Cmd+Option+Shift+4 shortcut. With this shortcut, macOS will save screenshot in your clipboard history.
